Further development of the Quality Pact for Teaching


Resolution by the 141st Senate of the German Rectors´ Conference

The comments of the Senate of the German Rectors’ Conference (HRK) on the current debate on further development of the Quality of Teaching Pact (QPL) are as follows:

The quality of university teaching crucially depends on strong basic funding. This is the decisive factor for safeguarding the quality of teaching and its ongoing innovative development. The university itself must assume the safeguarding and development of teaching quality autonomously and on its own responsibility.

Competitive stimuli for teaching can provide a supplementary benefit. However, they must not be allowed to lead to an externalisation of quality assurance and quality development and to shifting of responsibilities beyond the universities. In the light of this, the universities confirm their rejection of an independent new funding organisation for university teaching.
