Abstract This chapter examines the growing capacity of the European Commission to shape national and European higher education policies through its influential communications and the responses of the universities through their collective representative body, the European University Association. These developments are analysed historically, within an economic and political context that has come to promote a utilitarian view of higher education and to favour a knowledge economy rather than a more humanistic knowledge society.
