KI-LOTSE Project

With the KI-LOTSE project (national service centre for AI in higher education), the German Rectors' Conference (HRK) is establishing a service centre to support universities nationwide in the strategic use of artificial intelligence (AI). The aim is to systematically and responsibly tap into the transformative potential of AI in teaching, research and administration at universities and to anchor it institutionally. With this project, the HRK is closing a structural gap in the nationwide advisory landscape.

Core components of the project

1. Supporting systemic transformations:
KI-LOTSE advises universities on the legal, technical and organisational integration of AI. This includes monitoring legal frameworks (EU AI Act, data protection), providing advice on licence negotiations, establishing networks for sovereign AI infrastructures and supporting universities' own AI development projects.

2. Strategic support for university management:
KI-LOTSE is aimed explicitly at decision-makers in universities. The focus is on institutional consulting, strategy workshops and moderated retreats on key topics such as infrastructure development, competence development and assessments culture.

3. Think tank formats and networking:
Expert hearings, thematic working groups and multiplier conferences strengthen the systemic exchange between universities, politicians and associations.

4. Good practice documentation and handouts:
A central collection of application examples will be compiled and made accessible via a web-based portal. The project results will be incorporated into freely available handouts, guidelines and web formats.
