On the occasion of the joint meeting of the German Rectors' Conference (HRK) and the Standing Conference of the Ministers of Education and Cultural Affairs (KMK): KMK and HRK act in unison!

The Bologna Process aims to achieve a common Higher Education Area. This process focuses centrally on the goal of guaranteeing high-quality academic studies and promoting the international mobility of students. To achieve this, the quality has to be assured, comparable academic study structures have to be created and the mutual recognition both of degrees as well as individual sections of degree programmes has to be facilitated. Only then will a Common Europe become higher education policy reality.

The success of the Bologna Process requires good study conditions for students. The studyability of degree programmes has absolute priority in this respect. The problems that arose in the implementation of the Bologna Process have to be remedied. The Standing Conference of the Ministers of Education and Cultural Affairs (Kultusministerkonferenz  - KMK) and the German Rectors' Conference (Hochschulrektorenkonferenz - HRK) are working together:

- to reduce the examination loads and to adopt a policy of never planning more than one examination per module,
- to check and monitor the student workload and to ensure that this is realistic and acceptable,
- to simplify the recognition of examination achievements between universities both nationally and internationally so as to guarantee the mobility of students,
- to make the Common Structural Guidelines of the Länder for Bachelor's and Master's programmes as flexible as possible, and
- to set no specific rules or regulations that go beyond those of the Common Structural Guidelines and which narrow down the creative freedoms of the universities and higher education institutions.

In so doing, the KMK and the HRK have addressed the criticisms voiced by the students regarding the Bologna Process and have taken appropriate decisions. They are of the opinion that it is now time to return to regular academic studies again.

The KMK and the HRK are jointly endeavouring to ensure that the goal of Education Summit, namely of spending 10% of the Gross Domestic Product on education and research, is achieved and that these financial resources are also used to drive the implementation of the Bologna Process forward.
