Schavan and Wintermantel satisfied with the Study Place Exchange – New process makes the admissions procedure much easier

The process for awarding study places in Germany has been made much more efficient. This is the conclusion drawn by the German Rectors' Conference (Hochschulrektorenkonferenz - HRK), after the first nationwide Study Place Exchange was completed with the start of the Winter Semester. "The Exchange has greatly simplified the search for a study place," said Federal Education Minister Annette Schavan, speaking in Berlin on Friday. "The students now have a good tool at their disposal." In talks with the HRK and the Standing Conference of the Ministers of Education and Cultural Affairs (Kultusministerkonferenz - KMK) held in March this year, the Minister had agreed on the creation of a Study Place Exchange. Its purpose is to improve the university admissions process for as long as it takes until a completely new admissions process becomes available by the Winter Semester 2011/2012. At the heart of this process lies a web portal that will coordinate the study choices of applicants from throughout Germany.

HRK President Margret Wintermantel also expressed her great satisfaction with the Study Place Exchange. "The situation has become significantly better than it was in the last Winter Semester. That we developed this new service on the basis of the HRK's Hochschulkompass (Higher Education Compass) was well worth the effort," said Wintermantel. "For the first time, students have been given the opportunity to inform themselves about the study places that are still available in their chosen degree programmes on a daily basis. The universities were able to announce the remaining vacancies quickly and easily."

According to a HRK survey of the universities and higher education institutions, much better use than in the past was made of the available study place capacities. Most of the universities were able to place students in all of the vacancies, while the others reported a much better utilisation rate for their remaining capacities. Although the Study Place Exchange does not prevent the problem of multiple applications, it does help to make the replacement candidate process quicker and more efficient. So, all in all, we have succeeded in making even better use of the available admissions capacities.

The Study Place Exchange was opened on 1 September. A total in excess of 460,000 users visited the website. At times, up to 2000 degree programmes were on offer. A particularly strong demand was recorded in the first half of September, with up to 18,000 visitors per day.


A new version of the Study Place Exchange is planned for the next Summer Semester.
