Effects of differentiation in the higher education system

The HRK sees the increasing differentiation of the higher education system as a positive sign of successful profiling by the universities in the research system. This process allows them to fulfil their wide and varied remit. The universities compete on excellence, for resources and students. This competition must be open to every university and be conducted fairly so that their dynamic and their performance is maintained and encouraged. Profiling and cooperation can be suitable instruments for this purpose but they should neither obstruct nor distort it. The HRK is fulfilling its remit to represent shared interests as "The Voice of the Universities".
