The Voice of the Universities: pro Bologna

The 7th General Meeting of the German Rectors' Conference (Hochschulrektorenkonferenz - HRK) unanimously adopted the following statement in Leipzig today:

1. The priority objective of the Bologna Process was and is to create a common, European Higher Education Area. The introduction of Bachelor's and Master's programmes needed for this is irreversible.

2. The universities have succeeded in converting practically all the degree programmes over to a new and internationally comprehensible structure out of their own resources, without having received any additional resources for this.

3. The current stocktake shows visible successes, such as a reduction in the real time spent studying or the growing acceptance of Bachelor's graduates in the job market, as meanwhile confirmed by independent sources.

4. Within the scope of the quality assurance measures developed by the universities, the degree programmes are being constantly reviewed with the participation of students and, when necessary, are being advanced and enhanced. This happened and is still currently happening in those degree programmes that are presently the target of criticism. The yardstick for this review is provided by the objectives of the Bologna Reforms, for example, by the cycles in the degree programmes leading to greater mobility and to lower student drop-out rates.

5. The federal states are withholding essential frameworks needed for the best possible continuation of these reforms:

- They are neglecting the funding of higher education, are setting restrictions and are encouraging packed curricula by providing false incentives.
- They are failing at essential points to create legal certainty and reliability for universities and students alike.
- They are neglecting essential coordination tasks between the federal states.
- They are placing a burden on the university and accreditation system by adopting excessively detailed rules and regulations.

The HRK welcomes the offer made by the KMK to enter into a joint dialogue. A coordinated and decisive action programme on the part of the federal states can serve substantially to accelerate the successful implementation of the reforms.
