Wintermantel on the second Economic Recovery Programme: Redeveloping universities as an investment in the future

The President of the German Rectors' Conference (Hochschulrektorenkonferenz - HRK), Prof. Dr. Margret Wintermantel, speaking in Bonn today, emphatically supported the proposal made by Federal Research Minister Schavan:

"Releasing resources for redeveloping and repairing university and school buildings simultaneously means immediately providing support for economic recovery and investments in the future of society. I am convinced that this is not only seen as meaningful and encouraging by educational facilities, but also by all citizens. The neglect of the buildings represents a neglect of education and research. Investments made here represent a new social beginning and demonstrate trust and confidence in our own resources and capabilities.

This is why the modernisation of universities and schools must be adopted in January as a key element of the Economic Recovery Programme.

The structural state of university buildings has to be improved. The backlog of redevelopment and repairwork has to be overcome. It we are truly serious in our intention to attract and recruit the very best minds for our country, then we must give them good working conditions. And our students have a right to well-equipped lecture halls, departments and libraries.

Rather than providing the requisite 1.5% of a building's value, only 0.2% was made available over decades for universities to maintain these. Hence, we today have many universities with a repair and redevelopment requirement amounting to three-figure millions. This means that in coming years we will need many times more than the money we now hope to receive from the economic recovery programme."
