HRK Plenary Assembly on the plans to create a European Institute of Technology: Competition and sufficient additional resources are the conditions to be met

At its meeting in Bonn today, the Plenary Assembly of the German Rectors' Conference (Hochschulrektorenkonferenz – HRK) discussed the European Commission's plans for a European Institute of Technology (EIT). This week (23/24 March) the European Council of the EU Heads of Government will decide whether the Commission can continue with its plans and how it can implement its concept for a European Institute of Technology.

The HRK welcomed the fundamental idea behind the EIT concept, namely to generate a new quality of networking between Europe's universities. It viewed the aspired more intensive cooperation between university research and industry as the real added value in the concept. The Plenary Assembly drew up the key points that needed to be met as a prerequisite for approval of the EIT concept:
1. Steps to legally detach the most efficient units from existing institutions are not in the interest of the universities.
2. The long-awaited launch of the European Research Council (ERC) and its appropriate financing from the 7th Research Framework Programme budget must not be called into question.
3. Selection of the participating research institutions must be based solely and strictly on the criteria of scientific competition.
4. A convincing financial concept must be drawn up that does not restrict the other important EU programmes run for education and research.
5. The European Institute of Technology should not take on any tasks in the field of education and training, at least not in its first phase.
